Probably not for the precise reason that you outlined above. Memphis has 0 wins vs. the top 25 and 3 vs. the top 50. That’s simply not enough for garner a #1 seed. I fully expect 2 Big East teams (whether it be UConn, Pitt, Marq or UL), the ACC champ (likely UNC) and Oklahoma to fill out the top seeds this year. Memphis peak is a 2 seed, IMO.

I looked back to 1999 to see the lowest # of RPI top 50 wins a #1 seed had. Of the past 40 #1 seeds, only one had 4 top RPI wins, and 4 had 5. The rest had 6 or more. Here is the breakdown:
Auburn 1999 – 5 RPI top 50 wins – Lost in Sweet 16
Stanford 2000 – 5 RPI Top 50 wins – Lost in round of 32
Stanford 2004 – 4 RPI top 50 wins – Lost in round of 32
St. Joseph’s 2004 – 5 RPI top 50 wins – Lost in Elite 8
Kansas 2004 – 5 RPI top 50 wins – Lost in Elite 8
Memphis has one game left against an RPI top 50 opponent (@#39 UAB) before the Conference USA tourney (of which UAB is the only possible RPI top 50 team it will play again).
Given the committee history, will they reward Memphis with a #1 seed as the ACC, Big East, Big Ten, and Big 12 cannibalize one another?
